LICENSING TIERS
Every organisation starts somewhere. Certification is the proof of where you get to.
Tier 1 | Global Technology
For technology platforms, AI systems, data analytics providers, and financial infrastructure operating automated decision-making at scale. Model: Percentage of relevant revenue, 0.01–0.1%. Includes: Assessment of decision architecture, identified path to SOVEREIGN classification, annual review, and public certification on the Institutional Register. The largest organisations have the most decisions to account for. Tier 1 gives them the infrastructure to account for all of them.
Tier 2 | Corporate
For compliance teams, mid-size organisations, and professional services firms. Model: Standard annual licensing fee. Includes: Assessment, identified remediation path, SOVEREIGN certification, and Tier 2 certification mark licence. Compliance is not a destination. Certification is the proof you arrived.
Tier 3 | Public Sector
For local authorities, government departments, NHS bodies, regulators, and any public body exercising statutory power over individuals. Model: Nil cost. The public sector exists to serve citizens, not to profit from accountability. Includes: Full assessment, remediation pathway, and SOVEREIGN certification at no charge. Public bodies serve people. Certification proves the people inside them are still making the decisions.
Tier 4 | Litigation
For law firms and legal practitioners deploying the framework in proceedings, judicial review, or tribunal applications. Model: Royalty on qualifying outcomes. Includes: Framework methodology licence for use in proceedings and expert framework documentation. Where institutions have not yet certified, the framework provides the evidential standard for challenge.
